Topic: “ENSURING THE SAFETY OF LIFE: FROM CYBER ATTACKS TO RULES ON THE ROAD”
Back in the early 20th century, it was the norm in an ordinary family for a woman, the mother of a family, to give birth to as many children as her health allowed (on the principle of “as long as God willing”). With the level of development of medicine and the social responsibility of the state that has existed for centuries, and the literal dependence of food production on the “vagaries” of nature, human health and life were under constant threat from a huge number of harmful factors.
Epidemics came regularly and devastated entire countries and continents. Common ailments, such as appendicitis, had only a fatal outcome. Numerous injuries, unavoidable with heavy physical labor and forced early independence of children, led to death (for example, due to blood poisoning) or disability, which sharply reduced the chances of survival. Specific childhood diseases claimed up to half of the babies in families. Famine regularly reaped its “harvest” and children were the first victims. The strongest and the more savvy survived. However, blind chance often interfered with fate.
The scientific and technological revolution has brought radical changes to the unpleasant picture presented above. Suffice it to say that there has been a strategic breakthrough in saving human lives through vaccination, the use of antibiotics, and the widespread introduction of scientifically sound hygiene and sanitation standards. Today, a woman does not need to give birth to 12-15 children to be sure of procreation on the principle of “let someone survive” (it is clear that today’s one or two or three are a hundredfold expensive and no one wants to lose them).
Nowadays, people have the potential to preserve their lives and health, and in socially oriented countries they have the right to do so. Some countries provide their citizens with guaranteed access to all vital services. But the list of such countries is quite short. I am pleased to note that our country holds a strong position in this exclusive club.
What is typical in this regard for the Republic of Belarus?
The healthcare system is constantly developing and increasing its capabilities. It is a system, and not an elitist one, but focused on the whole society.
Food security with an affordable food basket regardless of income level.
A system of preschool institutions that provides full coverage. A system, not separate institutions for a select few. In kindergartens and schools, the state provides supervision for children, protects them from risk factors for life and health.
In addition, the traffic police does not allow us to turn traffic on the roads into a game without rules, and the Ministry of Emergency Situations insures our safety in the most unexpected circumstances, for example, during natural disasters (storms, thunderstorms, fire, etc.), near the water (by the forces of the OSVOD), in the forest, etc.
The state “coddles” us on life safety issues at every step and has the right to expect that we, for our part, will not be careless and irresponsible, since you cannot assign an escort to each person. After all, the issues of preserving life and health play an important role for us.

According to sociological research conducted by the Institute of Sociology of the National Academy of Sciences of Belarus (including in 2025), “health” occupies a leading position in the value system of Belarusians (about 80% of respondents). For more than half of the respondents, values such as “children”, “family”, and “relatives and friends” are next in descending order. At the same time, “mental comfort” and “material prosperity” are noted as significant by less than half of the respondents.
We can definitely say that the realization of these values directly depends on ensuring the safety of life.
That is why knowledge and personal responsibility of everyone are so important when behaving in circumstances that threaten our health, life, and well-being.

The State is making significant efforts to create a safe living environment throughout the country, for all citizens. Much attention is paid to the prevention of accidents, increasing the level of specific knowledge of the population. You and I are required to behave responsibly in this matter, to interact with relevant structures in certain situations.
Besides, we have no moral right to shift the safety of our own children onto anyone else’s shoulders. We are partners with the government here (kindergarten, school, relevant departments), but at least 51% of the shares are in the hands of the family. And you’ll never forgive yourself if something happens to your child, God forbid. Shifting the blame to someone else (some formally responsible organization or institution) will not help when it has already happened. Protect your children, teach them the rules of safe behavior! Take care of yourself so as not to leave your children orphaned, not to leave them without your protection, help and love!
As President of the Republic of Belarus Alexander Lukashenko noted, “peace and security are elementary things that must be in every child’s life.”
Our safety and the safety of our children largely depend on adults. Take care of your life and your loved ones!
