Appeals are presented in Belarusian or Russian .
A written appeal from citizens must necessarily contain:
- the name of the state institution “State Enterprise “Publishing House “Belarusian House of Printing”” or its structural unit (organization) or official to whom the appeal was sent;
- surname, first name, patronymic or initials of the citizen;
- address of residence (place of stay);
- statement of the essence of the appeal;
- personal signature of the citizen(s)
A written application from a legal entity must necessarily contain:
- the name of the state institution “State Enterprise “Publishing House “Belarusian House of Printing”” or its structural unit (organization) or official to whom the appeal was sent;
- full name of the legal entity;
- location of the legal entity;
- statement of the essence of the appeal;
- surname, first name, patronymic of the person authorized to sign the appeal;
- personal signature of the manager or person authorized to sign applications in accordance with the established procedure, certified by the seal of the legal entity.
Written applications submitted by representatives of applicants are accompanied by documents confirming their authority. Appeals must contain information about the results of their previous consideration with the attachment (if any) of documents confirming this information.

Appeals that (on which):
- are not presented in Belarusian or Russian;
- do not contain the surname, first name, patronymic, address of the citizen’s place of residence (place of stay);
- do not contain the full name of the legal entity and the address of its location, surname, first name, patronymic of the director or person authorized to sign applications in the prescribed manner (for legal entities);
- contain text that is unreadable;
- contain obscene or offensive words or expressions;
- are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, economic procedural, criminal procedural legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts a different procedure for filing and considering such appeals has been established;
- contain issues that are not within the competence of the state institution “State Enterprise “Publishing House “Belarusian House of Printing””;
- the deadline for filing a complaint was missed without a valid reason;
- a repeated appeal has been submitted if it has already been considered on the merits and it does not contain new circumstances that are important for considering the appeal on the merits; Correspondence with the applicant has been stopped.
