Topic: ” MODERN APPROACHES TO REGIONAL DEVELOPMENT”

Strong regions have been a priority of the socio-economic development programs of the Republic of Belarus for the second five years.

Ensuring an integrated approach to the growth of the well-being of the population in the regions, the uniform development of territories, and the avoidance of a gap between city and village, capital and regions are the main objectives of the republic’s internal policy.

In the last two decades, the Republic of Belarus has witnessed an increase in urbanization processes. And if in 2005 the share of the rural population was 28.1%, then in 2025 it will be 21.1%. Obviously, these processes correspond to global trends. However, we recall the words of the President of the Republic of Belarus Alexander Lukashenko during his address to the Belarusian people and the National Assembly.

December 18, 2025: “My task is to save the village so that it will not be empty rickety huts. Let people live there wherever possible… because the village is the foundation, the foundation of our life. If there is no village, we will perish, the state cannot exist without it.”

Creating conditions for the sustainable development of rural areas is one of the most important strategic goals of state policy, the achievement of which makes it possible to ensure national food security, the competitiveness of the agrarian economy and the well–being of the country’s citizens.

In 2026-2030, the development of 8 satellite cities in Brest (Zhabinka), Grodno (Skidel), and Minsk (Dzerzhinsk, Zaslavl, Logoysk, Smolevichi, Fanipol, and Rudensk) regions will continue as territories with an urban environment of increased comfort and equipped with the necessary infrastructure.

The program-oriented approach and specific government programs aimed at strengthening the regions have proved their effectiveness in the issue of territorial development of Belarus.

Let’s recall the first such geographically oriented document, the State Program for Rural Revival and Development (2005-2010). It affected a huge number of people, gave impetus to the development of rural settlements, including those remote from regional and district centers.

Belarus has implemented a series of state programs for the development of rural areas and the agro-industrial complex: the State Program for Rural Revival and Development for 2005-2010; the State Program for Sustainable Rural Development for 2011-2015; the State Program for the Development of Agricultural Business in the Republic of Belarus for 2016-2020; the State Program “Agrarian Business” for 2021-2025. And in December 2025, another large-scale State program “Agro-industrial Complex of the Future” for 2026-2030 was approved. This indicates consistency in the development of the country’s agro-industrial complex.

Today we are witnessing an obvious positive effect: the level of agricultural production has increased, agro-towns with modern infrastructure have appeared, farms and agroecotourism are developing.

The key concept of the socio-economic development of Belarus in the new five years is to form a self–sufficient and competitive state, which focuses on people. The main goal is the transition to a new quality of life for every Belarusian.

The main vector of regional policy is the creation of favorable conditions for work, business, self–realization and a comfortable life for people in any locality of the country.

In simple terms, we want to achieve the following: to make the territories outside Minsk and regional centers attractive for living and working. To make the rural lifestyle popular. The Program of socio-economic development of the Republic of Belarus for 2021-2025 was also aimed at this.

The prospects for the development of every corner of our native Belarus depend on how strong and prosperous our state will be, how successfully the country will be able to cope with modern challenges and threats, and how confident Belarusian citizens will be in the future. It is no coincidence that one of the seven priorities of the current five-year plan, defined by the Program of Socio-economic Development of the Republic of Belarus for 2026-2030, are strong regions.

At the same time, it is important to remember that only the hard work of each of us at our workplace shapes the bright future of the country and the prosperity of a particular region. Discipline, responsibility and dedication are the foundations of Belarus’ well–being, uniting us all.

The President of the country has repeatedly said this. “In each [note. – economic program] we always set the right goal – to increase the welfare of the population, – Alexander Lukashenko said on February 17, 2026, accepting the Government’s report for the past year. Quality growth must be ensured by effective work.”
