Topic: “Key aspects of the message of the President of the Republic of Belarus A.G.Lukashenko to the Belarusian people and the National Assembly of the Republic of Belarus”
In accordance with the amendments and additions to the Constitution of the Republic of Belarus adopted at the republican referendum on February 27, 2022 (paragraph 14 of Article 84), for the first time the Head of State addressed the annual Message to the Belarusian people and the National Assembly of the Republic of Belarus at the All–Belarusian People’s Assembly (hereinafter – the National Assembly). By the decision of the Central Election Commission of the Republic of Belarus, the seventh VNC was held on April 24-25, 2024. Earlier, Belarusian leader Alexander Lukashenko repeatedly stressed the special importance of this large-scale forum: “The VNS is a serious people’s constitutional control over all processes in the country. And the President, whatever the President, will have to take into account the decisions that will be made at the All-Belarusian People’s Assembly.”
The meeting of the National Assembly was attended by 1,159 delegates representing all social groups and strata of the Belarusian population from all regions. 715 people were invited (heads of ministries and departments, mass media, organizations subordinate to the Government; honored statesmen of Belarus; representatives of the expert community, the public and political parties; heads of diplomatic missions of foreign states and interstate organizations accredited in the Republic of Belarus; heads of the secretariats of interstate integration associations), including foreign citizens – 31.
About 490 media representatives were accredited at the VNS, of which more than 30 represented 10 foreign reputable publications (Russia, China, Turkey, etc.).
At the beginning of the meeting of the seventh National Assembly on April 24, 2024, the President of the Republic of Belarus A.G.Lukashenko made a speech. The Belarusian leader spoke in detail about the role and place of the VNC in the updated political system of the state, the situation in the world and around the country, the socio-economic achievements of Belarus over the years of sovereign development. The capacious and informative Message of the Head of State was held under the motto “Time has chosen us!”.
At the seventh All-Belarusian People’s Assembly, the Provisional Rules of the National Assembly were approved, which will be in effect until the adoption of an act of a permanent nature and will become the starting point for the formation of legal traditions of the Assembly’s activities. As a result of a secret ballot, the Chairman of the All–Belarusian People’s Assembly, President of the Republic of Belarus A.G.Lukashenko, was elected by an absolute majority of votes (1,158 delegates voted in favor, 1 against), Deputy Chairman of the National Assembly A.N.Kosinets (1,148 in favor, 10 against), 13 members Presidium of the VNC (V.A.Bogush, A.V.Brantsevich, K.V.Burak, N.A.Ermakova, V.S.Karanik, M.A.Lenchevskaya, S.L.Polyakov, S.M.Sivets, R.B.Strahar, I.V.Tylets, D.V.Chernyakov, O.A.Shpilevskaya, Yu.V.Shuleiko).
By its decisions, the National Security Council approved the Concept of National Security of the Republic of Belarus and the Military Doctrine of the Republic of Belarus – the fundamental documents regulating the approaches of the Belarusian state to ensuring national security in various spheres. Summing up the results of the seventh Meeting, Chairman of the All–Belarusian People’s Assembly A.G.Lukashenko emphasized: “Now the most important task is to successfully integrate the National Assembly into the political life of Belarusian society”.
“There is a fundamental change in the authorities in Belarus. It is very important now, at this fateful time, when much is being decided around us, not to destroy our unity,” the Belarusian leader said.
