2025 IS THE YEAR OF LANDSCAPING

President of Belarus Alexander Lukashenko signed Decree No. 1 declaring 2025 the Year of Landscaping. 

This year marks the start of the five-year quality plan and provides for a set of measures aimed at creating and maintaining a comfortable, safe, modern and aesthetically organized living environment for people. The state will implement these measures jointly with organizations and citizens.

In 2025, large-scale measures will be taken, including restoring order to the land, improving settlements, industrial facilities, and maintaining territories along highways and railways in good condition. At least two republican clean-up days will be held.

The Government has been instructed to approve the republican action plan for the Improvement Year within one month.

The decree provides for the activation of the volunteer movement and the implementation of civic initiatives aimed at improving the country. The Year of Landscaping is designed to unite the efforts of the state and society to further improve the quality of life in the Republic of Belarus.

2025-2029 – FIVE-YEAR QUALITY PLAN

On January 17, President of Belarus Alexander Lukashenko signed Decree No. 31 declaring 2025-2029 a five-year quality plan. It will cover all spheres of the state and society. The priority goals of the five-year plan are to further improve the quality of life of people, the competitiveness of the Belarusian economy, and the improvement of public relations.


The Five-year Quality Plan provides for comprehensive transformations aimed at achieving high standards of quality of life, increasing the welfare of society, improving the efficiency of the economy and management, optimizing production processes, and improving the characteristics of goods (works, services).


The decree defined the strategic objectives of the five-year quality plan in the economy, the organization of people’s lives, social relations and in the field of law. These are the pillars that form the foundations of the functioning of the state.


Among such tasks are the creation of new modern enterprises, digital transformation, ensuring technological sovereignty, further growth of household incomes, the application of a fair pricing system, increasing the birth rate and improving demographic potential.

Accessibility and high standards of education, medical and social assistance, the development of housing and communal services, transport infrastructure, telecommunications must be ensured.


Further de-bureaucratization and reduction of the administrative burden on citizens and businesses will also contribute to improving people’s quality of life. Among the tasks is to promote the principles of a healthy lifestyle.

The priority of the five-year plan is to maintain a national dialogue, strengthen the institution of the family, traditional moral values, patriotism, enhance political and legal culture, and ensure the stability of legal regulation.


To achieve the objectives of the five-year quality plan, to make it effective and efficient, it is possible only through the joint efforts of government agencies, organizations of all forms of ownership and citizens. In this regard, the formation of an understanding of the personal responsibility of citizens for the overall result and for preserving the independence of the country will continue.
 The President instructed the Government, together with the regional executive committees and the Minsk City Executive Committee, to provide measures to achieve the objectives of the five-year quality plan in programs (plans) for the development of Belarus, economic sectors, and regions.
