Topic: “THE KEY ASPECT OF THE MESSAGE OF THE PRESIDENT OF THE REPUBLIC OF BELARUS ALEXANDER LUKASHENKO TO THE BELARUSIAN PEOPLE AND THE NATIONAL ASSEMBLY OF THE REPUBLIC OF BELARUS

One of the most important political events of the past year was the holding of the second meeting of the seventh All–Belarusian People’s Assembly on December 18-19, 2025, during which President of the Republic of Belarus Alexander Lukashenko addressed a Message to the Belarusian people and the National Assembly (hereinafter referred to as the Message) and the Program of socio–economic Development for 2026-2030 was approved. years (hereinafter referred to as the Program).

In accordance with the decisions adopted at the republican referendum on February 27, 2022, amendments and additions to the Constitution of the Republic of Belarus, the annual messages of the Head of State are heard only on the site of the National Assembly.

In his speech entitled “A Time for Concrete Action,” the Head of State touched upon key topics of our time, from the economic and social development of Belarus to the formation of global centers of power. Alexander Lukashenko also answered questions from the participants of the Meeting. The open, honest, and principled dialogue lasted for five hours.

The President’s Address to the Belarusian people and the National Assembly of the Republic of Belarus attracted the attention of not only the delegates and all Belarusians, but also residents of foreign countries – near and far, from ordinary people to high-ranking politicians.

At the beginning of the address, the Head of State focused on the achievements of the past five years, despite “a series of events that I had to go through in a very short time.”

At the same time, the President recalled that by setting the target for increasing exports to 50 billion US dollars in 2020, we not only achieved this figure, but also continued to conduct trade relations with almost 190 countries around the world. “Today, our agricultural machinery and trucks, dairy and meat products, tires and components are traveling to the countries of the Middle East and Africa, China and Latin America. The list of goods is impressive,” Alexander Lukashenko stated.

We have broken the myth created by the West about the closeness and isolation of our country. Belarus has entered the top 50 most visited countries by tourists (note – 48th place out of 220 countries). Last year alone, more than 250,000 “enlightened” Europeans who arrived without a visa were personally convinced of the safety, comfort and beauty of Belarus.

The country has maintained a strong real sector of the economy. In the world ranking of industrial competitiveness, we occupy the 56th position among one and a half hundred countries.

Domestic enterprises actively invested in technological development and modernization. Over the past five years, the implementation of almost 1,000 production projects has been completed.

The “One District – One Project” initiative has proved successful, creating more than 6,000 new jobs in small towns and settlements. This program will be continued and will become one of the key ones.

Belarus has a stable economy, gold and foreign exchange reserves are at a historic high, and confidence in the national currency is deservedly growing. Effective employment, decent income levels and, most importantly, security are ensured.

The Belarusian NPP has made it possible to strengthen the country’s energy independence by almost two times, to provide the most competitive tariffs in Europe to manufacturing enterprises and to open up new industries – electric heating of housing, electric transport, energy storage, mining and the crypto market.

Listing the achievements of the republic, the Head of State noted: “We produce our own computers and monitors. We have successfully mastered the production of new types of products in mechanical engineering, from powerful energy–saturated tractors to unmanned BelAZ trucks. In fact, they created passenger car production in the country from scratch, launching a production line for every taste. Hundreds of thousands of domestic cars are sold on the common market of the Union State. Individual models occupy the top positions in sales.”

A new MAZ bus factory has been built in Minsk. The company is ready to annually produce up to 3 thousand comfortable cars in a modern design.

Belarus produces medicines for cancer patients, amino acids, and innovative biological products. The food industry has expanded production from unique infant formula powders, highly sought-after lactose-free dairy products to high-end cheeses and meat delicacies.

The Belarusian leader clearly outlined: “All this is the result of many years of hard work by all Belarusians, from rural workers to scientists. Our work with you.”

On the final day of the second session of the seventh All-Belarusian People’s Assembly, led by the President of Belarus, Chairman of the National Assembly Alexander Lukashenko, the Program of socio-economic development of Belarus for 2026-2030 was reviewed. For the first time, a strategic document defining the key areas of development of the Republic of Belarus for the fifth year was unanimously approved by the decision of the National Assembly of the Republic of Belarus.

A lot of work has been done by the developers to make the Program objective and relevant to global trends. The document was prepared, discussed and finalized for more than a year at all levels, including the national project “People’s Five-Year Plan”, which accumulated opinions and ideas about the future of our country in the next five years.

When developing the document, both external (political uncertainty in the world, financial risks, forecasting a slowdown in the global economy) and internal (demographic situation, development of artificial intelligence, digitalization) challenges were taken into account.

The modern development strategy is based on the five–year quality plan as a response to modern challenges, as the basis of national sovereignty and a new standard of living.

The Program defines seven key priorities that affect all areas of our lives. The main ones are related to human development: demographic security, human potential development, and the creation of a high-quality and comfortable living environment. Belarus does not have huge natural resources, so our main wealth is people, their work, and intelligence, thanks to which we develop our state.

Growth of competitiveness, acceleration of technological development and digital transformation are also among the priorities. The emphasis is on technological development and technological self-sufficiency for a reason. Without innovations, without our own scientific and technical developments, and without the implementation of scientific research results in production, it is very difficult to count on a qualitative leap in the economy.

Strong regions have a special priority. Each of them should become a developed territory with unique potential.

The realization of tourism potential is one of the priorities. The goal is to double the contribution of the hospitality industry to GDP.

A new key priority has become strengthening the state’s defense capability and developing the defense sector of the economy. In the context of geopolitical turbulence, this is a time requirement. We must have a defense capability at the proper level, because only a protected state can live in peace, develop and successfully implement the tasks of the economy.

The key concept of the new five–year plan is to form a self–sufficient and competitive state, which focuses on people. This implies a strategic goal – the transition to a qualitatively new standard of living for every resident of Belarus. This ambitious goal can be achieved only through the joint efforts of the state, society, and business, involving all segments of the population in this process.

Summing up the results of the second session of the seventh National Assembly, Chairman of the All-Belarusian National Assembly Alexander Lukashenko emphasized: “How we will live tomorrow depends on each of us and on our unity. If we are united, united, we will be strong, and if we are strong, the country will be peaceful and prosperous.”
