The most important factor driving the development of society and the state in modern conditions is the intellectual potential of a person. We are witnessing the increasing role of human capital in the development of the modern economy. A person with his inherent abilities, knowledge and the ability to creatively and unconventionally solve tasks becomes the key to the success of new projects.
President Alexander Lukashenko has repeatedly stressed that “human capital is our highest value. Because this is an investment in the future,” “human capital is the main resource of the country, for the development of which we will always find funds.”
Belarus is a State where the principle of lifelong learning is implemented, and the right to free education is realized and guaranteed.
State support for education in the Republic of Belarus plays a key role in ensuring equal access to knowledge for all segments of the population. The basis of this support is the system of free secondary education and budget places in institutions of higher and secondary specialized education.
Other state support measures include scholarships from the national or local budgets, and dormitories provided for the duration of studies. A number of categories of students also receive free hot meals, free textbooks and manuals, work clothes and shoes during practice and internships.
Special attention is paid to government support for gifted students. There is a special fund of the President of the Republic of Belarus for the social support of gifted students and students, from which funds regular stipends were awarded on July 17, 2025. 192 students of higher education institutions were awarded presidential scholarships. Graduates are accepted for primary positions that do not require professional experience.
A system has been formed in the republic that combines the order for personnel training, the volume and structure of training, as well as the employment of specialists, workers, and employees trained at the expense of budgetary funds. It would be appropriate to note that only our country in the post-Soviet space has preserved the system of vocational and technical education and secondary specialized education. This is noted with envy by all the neighbors, because there are not enough highly qualified workers, smart engineers and smart technologists anywhere in the world.
Success in the field of education is facilitated by the implementation of our President’s demand that there be no throwing, experimentation for the sake of experiment. On the contrary, the policy is to ensure that everything is clear, transparent, and understandable – for teachers, children, and parents alike.
However, this does not negate the need for the system to respond promptly to time demands, being at the forefront of everything new and progressive.
